CER Inspection Officers observed that the coating crew at dig site KP 515 that eye wash was not available as recommended for controlled products used by the crew.  The SDS that were reviewed on site recommended that eyes exposed to product should be flushed for 15 minutes but there was not sufficient eye wash on site to accomplish this.

Observation 6 - CNC-5 Earth Grounding of stationary coating truck

CER Inspectors observed that the stationary pipe coating truck at KP 515 had a ground bond wire connected to a ground rod that was laying loosely on the ground surface, and therefore not properly grounded as required by the Enbridge LP Contractor Safety Specifications v. 1.1, Electrical Safety section 3.4.

CER Inspectors observed the four head gas monitors used for the purpose of atmospheric monitoring were not calibrated with pentane or a pentane equivalent gas as required by Enbridge’s Contractor Safety Specifications. In addition, when asked by CER Inspectors workers tasked with atmospheric monitoring duties were unaware of the limitations of the infrared LEL combustible sensor.

This training shall include limitations of the equipment being used.
