The CER EM Inspection Officer (IO) oversaw Manitoba Hydro's (MH) emergency response activities at the incident site NE of Moosomin, SK, just east of the SK/MB border, and at the Emergency Operations Centre in Russel, MB.

CER Inspection Officer (IO) observed company workers cutting pipe with a handheld angle grinder and cut off disk. The worker wore eye protection but no face shield. Upon inquiry, company safety representative confirmed that no face protection was required for the task.

CER Inspection Officer observed a portable angle grinder fitted with a cut-off disc. The wheel guard appeared to be Type 27 & 28, and did not cover a full 180° area on all sides of the wheel. Note - the grinder was not in use at the time of observation.
