Canada Energy Regulator (CER) Inspection Officers (IO) met with Pembina Pipelines who operates the PKM Cochin ULC Pipeline to conduct a Damage Prevention Contractor Oversight Field Inspection, project description 7241 Construction of Pipeline from NE 2-17-21 W2M to NE 23-17-21 W2M on PKM Cochin ULC (PKM) located near Regina, SK. on Sept 6/7, 2022.
Opening Meeting, Sept 6/22:

• PKM conducted safety meeting 
• PKM pipeline is a 12-inch line and transports light condensate. The line is approx. 2000 kms and runs from Fort Saskatchewan, AB to Southeast SK crossing over to the US border
• This project (ID 7241) is a joint venture with Alliance Pipeline
• TransGas Limited is conducting a directional bore activity under PKM, Alliance and Enbridge on the outskirts of Regina, site location Lat 50.408936, Long -104.780608. The directional bore is approx. 38 ft deep at it's lowest point.
• PKM escorted IOs to site concluding the opening meeting and in preparation for the next day's inspection.

• IOs observed and signed off the third party's Ground Disturbance Checklist, Daily Tailgate Meeting form and Field Level HIAC
• PKM conducted Pembina's FLHA to IOs for sign off 
• Observed guide holes that ensured the location of PKM's pipe and the directional drill
• CER IOs reviewed the onsite Crossing Agreement, One Call Ticket and observed that the line was located
• PKM does not share a right of way with Alliance but runs parallel. As Alliance's pipeline is 24 inches in diameter, clearance to the bottom of PKM pipeline is greater than Alliance with the direction drill activity
• At the time that the IOs attended the site, work was stopped to review the drill plan as it would have the drill pass beneath the Alliance pipeline with 2.5 m separation rather than the anticipated 4.0 m separation. The contractor consulted with company reps from the 3 pipelines present, although only the Alliance pipeline was impacted. The Alliance engineering/crossing staff were consulted prior to moving forward. The amended drill path was still within the terms of the crossing agreement issued and the Alliance engineers approved the changes before the crew restarted work.
• CER IOs reviewed PKM's Utilisphere program that outlines the transfer of knowledge with new personal changeover/shift change  

• IOs observd that the RoW near the inspection site was well maintained with clear and legible signage
• Information obtained from a previous compliance verification activity, CV2122-218 Pembina Prairie Facilities Ltd. / Vantage Pipeline Concordance Table outlining Pembina's regulatory process and procedures, applies to PKM. No additional information request (Concordance table) is required for this inspection
• Called PKM's emergency phone line, Control Center. Call was answer with no delay.  
• Pembina facility observed was well maintained with appropriate signage and protected to minimize possible unauthorized operation   

• PKM confirmed that the last Depth of Cover and Close interval survey was done in 2013 by Pure HM. Pembina to get details on what the program looks like for determining frequency of assessments
• PKM flyover inspections are conducted every week. Contract company is required to complete a checklist of the observations in order to submit the ticket. Confirmed that reporting is not  exception based.
• Land use monitoring is conducted by obtaining Land Titles. This is captured the same time as PKM's Public Awareness mail outs and is on a two-year cycle
• UAs observed are reported directly to the Specialist Regulatory, Supervisor Cochin Canada, Supervisor DPPA
• PKM process for a locate request is 48 hours

• IOs met with Pembina and conducted a Close out Meeting to review the day’s activity the afternoon of Sept 7, 2022. No issues of concerns were noted or discussed.
