General Observations:
Manitoba Hydro is the operator of the 6" Minell Pipeline.  This activity consisted of integrity digs at multiple locations to examine weld locations and look for holidays.  The work was completed by a contracted excavation company, JH Excavating, with the Manitoba Hydro within a safe distance from the pipeline followed by manual excavation under the direction of a spotter who maintained a visual on the pipeline at all times.  Manual excavation was then completed using shovels (depth to top of pipe averaged 30" for excavations observed).

- Stairs were excavated into the trench to allow for access and egress
- The onsite morning tailgate meeting was led by the JH Excavating representative and identified the daily job tasks and associated safety hazards.
- Company vehicles were equipped with cell phone boosters to ensue continual communication and they traveled safely on access road to and from the work site.
 - Observed 20 lb fire extinguisher located at excavation area.
- Equipment used for measuing the pipeline did not require the use of extension cords, so no tripping hazards or electrical hazards were present.
- Company was using a product new to them, Trenton primer and Trenton tape.  This product does not have an SDS sheet as it is not considered a controlled product.
- Oberserved standard personal protective equipment on site with the addition of hearing protection and face shield when hydrovacing.
- Observed JH Excavating representative use "decibel reading" measurment app from his phone to test decibel readings from the hydrovac truck..
- Did not observe any workers smoking.
- Light conditions were monitored and evaluated to determine safe working conditions and work stopped once light levels became too low.
- Excavation was protected by fencing at the end of the day.
- The work area was cleared of all work tools and equipment and checked to ensure no garbage was left in the area.
- A visual inspection was conducted of the excavation in the morning to monitor for any water accumulation or sloughing.
- During excavation, observed that the top soil was carefully removed and placed in a pile separate from the rest of the fill material from the excavation.
- observed that both spoil piles were placed a a distance at or greater then 1m from the edge of the trench.
- Evidence of wildlife within field on route to RoW, observed moose tracks and deer.
- The pipeline right of way was clear of debris.
- Location of digs was in a flat area with some low lying marsh areas in the surrounding area.  No issues of erosion observed.
