The exercise was conducted with the intention of organizing a joint response with stakeholders, including affected municipalities, and testing the emergency coordination structure (Objective No. 1 - Command structure). Fire departments and various municipal departments were integrated into the exercise within the various sections or according to provincial and municipal structures. On-site training was able to support interoperability among the partners, including sharing the roles and responsibilities outlined in the Pipeline Response Frame of Reference.

Some participants mentioned changing people at tables between modules or preparing specific questions for each table based on stakeholders' roles and expertise. This would maximize the exercise experience.

This exercise may act as a stepping stone for a future full-scale Enbridge exercise, which will more realistically test the integration of all critical emergency functions to respond to an oil spill on Line 9. It will also allow for a more in-depth audit of the alignment between the response organization and the company's existing procedures, including the emergency response manual.
