Enbridge Pipelines (NW) Inc. (Enbridge) operates the 12-inch Line 21 pipeline (Line 21). Line 21 carries crude oil 870 kilometres from Norman Wells, Northwest Territories to Zama, Alberta. Associated pipeline assets in the Northwest Territories include pump stations and related facilities at Norman Wells, Wrigley, and Mackenzie. Pump stations are monitored 24/7 by Enbridge’s Control Centre.

 The damage prevention program that a pipeline company is required to develop, implement and maintain under section 47.2 of the National Energy Board Onshore Pipeline Regulations must include
(b) ongoing monitoring of any changes in the use of the land on which a pipeline is located and the land that is adjacent to that land;
(c) ongoing monitoring of any change in the landowner of the land on which a pipeline is located
