Field inspection of decommissioning activities for the Line 3 Decomissioning. Focus on Segment 2 Segmentation/Isolation/Railway Fill scheduled for August to October. Segment 2 is 354.58 km in length from Kerrobert Terminal KP 351.291 to Regina Terminal KP 704.202.

General Kilometre Posts (KPs) observed included: 697.355 and 697.412 660.917 493.564 and 493.630 493.010 489.439 506.668 and 523.966 585.500 Three types of construction activities were conducted on the RoW as part of the decommissioning Project including environmental segmentations, valve isolations, and railway fills. -No construction activity was observed except for at one site where the crew was finishing up removal of mats and underlain geotextile. At this site, there was still a small amount of topsoil yet to be feathered out (weather conditions today were too windy to complete this). The windy conditions did not appear to be creating additional ground soil or topsoil pile erosion. -Housekeeping appeared adequate and tidy. -Signage was installed including biosecurity measures required to be taken, and construction warning signage. -Enbridge Lead Indigenous Monitor mentioned that several cultural walks have been undertaken along the Line 3 RoW with no issues identified. -One site was seeded with a grass mix inside Regina city limits. -Decommissioning activities were completed inside facilities observed (i.e. previously disturbed sites). At one site, backfilling has yet to be completed, however Enbridge representatives explained that Operations has taken over this site because other maintenance work is also underway. -At a couple of sites, there was no ground disturbance during decommissioning activities. -No environmental aspects (e.g. wetlands, creeks, etc) appeared to be disturbed by decommissioning activities. -No signs of soil erosion or subsidence, and re-contouring appears adequate. -No admixing of soils observed. -No signs of residual staining from product. Biosecurity Measures -CER, IAMC, and Enbridge staff washed vehicles at a car wash prior to field observations. Prior to entering each site by foot, all staff work boots were sprayed with a 1-2% bleach solution.
