Welding slag left on RoW near centerline of pipe . Company began cleanup immediately and submitted photos of full cleanup with magnetic brooms. CER IO considers this non-compliance as corrected.

INTRODUCTION
The week of October 16th, with the Canadian Energy Regulator (CER) conducted a
Environmental Inspection Compliance Verification Activity (CVA) on the NGTL North
Central Corridor Expansion. The emphasis of the inspections scope is the proponent’s
construction activities and environmental compliance activities.
Safety program requirements, other issues of non-compliance related to other program
requirements will be appropriately addressed.
2.0 OBSERVATIONS
2.1 Construction Safety Practices and Safety Plans
Attended proponent and contractors orientation. Reviewed proponents life saving rules ,
discussed the scope of this inspection , review CER enforcement tools. Discussed safety
hazards, safe driving on ROW , proper PPE alcohol and drug policy , hazard ID & incident
reporting, and ROW speed limit. Discussed what a White area is agriculture land , and
Green area is forestry.
There were no ACPP participants on the project as of this time.
At Site NW 35 –the Hydro Vac working , signed the JSA , inspected the hydro vac ,
checked dewatering filter system for contaminants. Water is checked periodically for
contaminants by contractor ,erosion cloth along rite away was good , silt cloth in place and
maintained , topsoil pile separate from sub soil.
Reviewed tail gate meeting documents , signed JSA for coating crew. Discussed coating
procedure , discussed epoxy mixing safety and procedure ( done automatic there is no
worker exposure to toxins).

2.2 Wetlands and Water
At KP 12+ 302 Inspect corduroy road using logs being built over a wet land.
Discussed open cut river crossing ,review DFO documents for a fish bearing stream,
discussed fish management practises discuss water sediment while digging in a flowing
water body.
At KP19-746 inspected river crossing and discuss erosion and sediment and erosion controls
at the crossing point. Everything looked good found some welding slag this was cleaned up
immediately

At NS2-3 signed FLRA documents , inspected road crossing signage , inspected wet land
NS-3 and silt fence
At N52-3 – Inspected wet land crossing ,discussed spill mitigation was not a fish bearing
Class C stream.
2.4 Vegetation and Soil
At Road 8A KP 11 Inspected the welding signage, reviewed FLHA and sign, discuss
vehicle movement on ROW , proper PPE. Inspected removal of matting and geo cloth

2.5 Wildlife
Inspected game trail signage and acknowledgement that we were in grizzly bear habitat.
4.0 SUMMARY
Summary ROW was well maintained and there was no garbage. The contractor and
proponent representatives were helpful and answered all our questions every one was
doing a excellent job
End of inspection the ROW looked good all signage installed in appropriate places the
contractor and proponent and workers were very knowledgeable and understood there
job duties and the safety needed to preform these duties .All our questions were
answered
