The Canada Energy Regulator (CER) met with Enbridge Pipelines Inc. (Enbridge) and conducted an opening meeting and a Safety & Damage Prevention right-of-way field inspection on Oct 21-22, 2019 of Line 9 between Montreal and Regaud, Quebec.

CER IOs observed Enbridge staff operate a Kabota UTV without having been instructed and trained in the procedures to be followed for its inspection, fueling, and its safe and proper use. The Enbridge Safety Standard 'Vehicle Operations Standard v.1 dated 2019-03-30' sates in paragraph 6.4.4 All-terrain and Off-Highway Vehicles "Workers operating ATVs, UTVs, and snowmobiles shall be trained and qualified in the use and authorized to use the land vehicles."
While Enbridge has an established process for verifying that its employees are trained and competent, the process was not implemented with respect to the UTV training per the 'Vehicle Operations Standard v.1 dated 2019-03-30’.
Immediately upon being made aware, on the day of the inspection, Enbridge voluntarily suspended all use of UTV’s in the Eastern Region until those who required training have completed it.

Enbridge shall ensure that all those required to operate UTVs have been instructed and trained in its safe and proper use and operation and in the procedures to be followed for its inspection and fueling. Enbridge shall ensure that competence for all those required to operate UTVs is verified periodically to ensure ongoing safe operation of UTVs.
